Yes, it's supposed to be there, but only you can see it.  It's so you can "file" your posts under headings to make it easier for other users (or even you yourself!) to find posts on topics they're interested in.  To show you how it works, I've filed your post above for you under "signature links".

Help!  I've been following the instructions for 15mins now and still can't get it to work.  Managed to do the avatar tho!
